The application of medical techniques in accordance with the regulations on technical and professional levels promulgated by the Ministry of Health (MOH) provides the framework for health facilities to develop specialized procedures, which is crucial in raising the quality of medical services for people. Objectives: To evaluate the adoption of the medical techniques in compliance with the regulations on technical and professional levels issued by the MOH at Cao Bang General Hospital during the 2020-2021 period. Methods: Descriptive cross-sectional study. Results: Between 2020 and 2021, Cao Bang General Hospital was unable to conduct 100% of the medical techniques based on its technical and professional level; in fact, they only adopted 53.9% of the procedures. The actual proportions of medical techniques performed are as follows: In terms of internal medicine, endocrinology has the highest percentage of procedures done (66.4%), while physiatry has the lowest (30.1%). Regarding surgery, obstetrics and gynecology provided the most services (93.9%), whereas otorhinolaryngology (ENT) provided the least (40.1%). The functional exploration department and laboratory, respectively, adopted the highest (80.0%) and lowest (29.2%) percentages of subclinical operations. In addition, they applied 7.2% of the higher-level medical techniques. Untrained staff (37.9%), a lack of equipment (38.5%), and inadequate facilities (36.2%) are the three main obstacles to the deployment of medical techniques. Equipment shortages were identified as the most pressing issue in professional practice by health workers, constituting 71.9% of their responses. Conclusions: The percentage of medical techniques deployed at Cao Bang General Hospital is still low compared to its technical and professional level, and there are still numerous challenges in implementing these techniques. Recommendations: For the staff members of the hospital to properly employ medical techniques corresponding to their technical and professional level as classified by the MOH, the hospital should place more focus on upgrading its medical facilities and equipment and sending its personnel to advanced training and courses.
